Consideration of a recommendation to City Council on the Proposed Capital Improvement Program for Fiscal Year 2026 to Fiscal Year 2030

28:12

Mr. Naptestaffproject as it has been going on for several years the Van Dyke Park master plan city city already put forth the effort of developing master plan for this park which included a lot of community engagement and the Planning has made previous recommendations of support and continue to support that going forward. This also includes a lot of transportation projects which as you know have a longer process in terms of developing designs and concepts and securing funding to make sure that we continue to move forward with those. Next recommendation was to continue to seek opportunities to utilize external funding sources including grants, partnerships, and foundations. And so a lot of the funding sources outside of the general fund in the capital improvement

Next item was to identify funding timelines that coincide with project schedules. This was looking at balancing the overall CIP requests or impacts on the general fund the five-year period of the CIP and distributing those funds so that they make sense with when products can actually be completed and then looking at Van Dyke Park again the Planning Commission said that while the Planning Commission continues to fully support implementation of the Van Dyke Park master plan as we discussed on the previous slide redistribution of funds to a more manageable project schedule would be supported this is going back to funds over the course of the five-year period and a recommendation from the chief financial officer as he presented this to you when you last met about

redistributing some of those funds particularly later in the CIP cycle for many of these projects the Van Dyke Park master plan implementation was one of these and while the Planning Commission continues to support that project as you have in the past the Planning Commission generally supported the idea of moving these funds because we are not at a point we would be ready to spend those within the earlier timeframe. And then lastly, the planning commission expressed general support for investments in the following types of projects. This includes actually the order that is shown in the resolution is public safety, schools, parks, pedestrian and bicycle safety, and environmental projects. So again, that is a summary of what was discussed
