Clara Schweigerstaffarea plan. The site is currently zoned CR commercial retail and the potential applicant proposes to rezone to CU commercial urban. This slide shows proposed residential development in the North Facts activity center. is also provided in your briefing packet but just to give a quick summary and Northfax the small area plan estimates 1,400 new residential units in the near term to date there are 1,088 units currently in some phase of the land use process in the Northfax activity center in all activity centers the small area plans estimate 4,700 new units in the near term to date 2,753 units are in some the land use process in all activity centers. Outside of the activity centers, 3,022 units are in the land use pipeline. And then the table on the bottom here shows each project in North

Speaker 6So the small area plans identify a 10 to 15-year near-term development window. And so as shown in those plans, there's a full illustrative build-out of what redevelopment in those areas, which are designated redevelopment areas in the city, might look like. As those plans are being developed based upon market conditions, what is included is what is estimated redevelopment activity could result in over that 10 to 15-year period. Thomas Petersonto be wondering how best to approach these things. I think it underscores the need to have this conversation about the commercial strategy for this area and what that looks like and whether there are yet opportunities that you all haven't been able to capture yet that might tap into that. Discussion of a request by Combined Courthouse LLC for the redevelopment of 10300 Willard Way and 3922 Blenheim Boulevard

Speaker 6but the Commonwealth of Virginia in 2016 rewrote the rules in the state for proffers, which severely limited locality's ability to negotiate for proffers since that time we've instituted some measures that have given us a little bit more flexibility to do that and so we've seen the potential for for proffers to be offered particularly in our activity centers because the code of virginia carves out special provisions for areas covered by small area plans And so that gives us some more ability to negotiate these things. What we would like to do is be a little bit more systematic in how we do that. And so it's not an unknown to the council. It's not an unknown to a property owner or developer coming in as to what those expectations are.
