Outcome: Staff presentations given by J.C. Martinez, Kyle Laux (Davenport and Company), and Satoshi Eto. Council reached consensus for staff to prepare a budget memo with more information on potential use of a referendum for capital improvement projects.

Outcome: City Attorney Brian Lubkeman gave a staff report on current salary levels, state law maximums, and procedural requirements for any increase. Council reached consensus to hold a follow-up work session on May 12, 2026.

Outcome: Multiple members of the public spoke. Prominent topics included strong support for the Willard-Sherwood Community Center project, support for the noise ordinance amendments, FY27 budget priorities including a Climate and Energy Manager position, and police compensation concerns.
