Additional data needs were identified for developing housing goals and targets, including an inventory of available and city-owned land, an inventory of faith institutions, preservation opportunities for market-affordable properties (NOAH), and office building vacancy and occupancy trends.
- Housing Production and Development TrendsThe team reviewed recent housing production trends using the City of Fairfax Fact Book (Figure 21), noting an increase in approved units following limited growth since the 1960s and the iterative developer resubmission process.
- ADU Inventory and PipelineThe Affordable Dwelling Unit (ADU) inventory was reviewed, including total anticipated units based on approved permits; tracking both approved and potential ADU units was highlighted as important.
- School Impacts and Student YieldStudent yield data was reviewed to understand the relationship between housing development and school enrollment; further analysis of state school funding trends for the City of Fairfax was identified as a key next step.
- COG 2019 Regional Housing Needs AnalysisThe Council of Governments 2019 Regional Housing Needs Analysis was discussed, including jurisdiction-level housing need estimates and examples of localities that publicly established their own housing production goals.
- Affordable Housing Continuum FrameworkA draft affordable housing continuum graphic was reviewed; the team discussed enhancing it by incorporating representative professions aligned with income levels, noting the City of Alexandria as a model for this approach.
