Consideration of a resolution authorizing the City Manager to sign the standard project agreement with NVTA for NVTA 70% funding for Blenheim Boulevard Multimodal Improvements (SPA 2020-48-2)
1:00:55Paul NabdistaffHAVE 30% FREE CANOPY IN NEIGHBORHOODS, AND THAT EVERY A LOCATION HAS A PUBLIC OPEN SPACE WITHIN 300 YARDS. FURTHER RECOMMENDATIONS ABOUT OPEN SPACE CONNECTIVITY. THERE'S A RECOMMENDATION TO CONDUCT A FORESTED AREA ANALYSIS THAT WILL PROVIDE MORE SPECIFIC GUIDANCE ON SPECIFIC LOCATIONS THAT ARE IMPORTANT IN THE CITY. ANOTHER EXAMPLE IS THE AFFORDABLE HOUSING STRATEGIC PLAN THAT WAS ADOPTED IN FEBRUARY. SOME OF THE ELEMENTS OF THIS PLAN WERE ALREADY INCLUDED IN OUR COMPREHENSIVE PLAN AND FACTORED INTO THE DEVELOPMENT OF THE ORIGINAL SMALLER YET PLANS. such as the ideas of using public land or partnerships with nonprofit and religious institutions to develop dedicated affordable housing developments the problem there is that there aren't a lot of those sites in
our activity centers they're mainly commercial areas so there weren't a lot of opportunities for that so there's a new recommendation through the affordable housing strategic plan that suggests we look at underutilized commercial properties and we'll talk a little bit later about doing market analyses and One might be included in those, but that might help us identify some of those opportunities because activity centers really are important places for affordable housing to be located because that's where the services and the transportation infrastructure are. So we need to look for other opportunities to establish those partnerships. Another example is the Small Year Plan Zoning Ordinance Amendments that I recommended earlier.
Anthony AmosThank you. Just a couple of questions. Great presentation and just off rip. I think this is heading in the right direction. I think nothing wrong with updating our plans, making sure the most accurate information and then applying that so we can continue to try to get to that central vision for the city that we want. Three things that I wanted to identify. Firstly, and all three might be a little too granular for this discussion, but just something to kind of flag. We've seen a lot in Old Town specifically a lot of focus on market rate projects coming in with an affordable component to it. But considering we adopted the affordable housing strategic plan, is there any space or possibility for emphasizing key locations like Layton Hall
Paul Nabdistaffwould want to encourage development versus those where there might be something that's slightly productive that we want to have go on further further down the line and so this is something that has come up as part of the affordable housing strategic plan also as we discussed it could come up as part of our market analysis and when those two combine we can can help to kind of pinpoint what those locations might be as i mentioned earlier with the only guidance we had in the smaller plans was religious institutions and publicly owned property which there really isn't activity center so this will be kind of opening a new window for us
