Consideration of the October 28, 2025 Regular Meeting minutes

1:10:28

Jim Featherpublic commenttwo meetings a month. That is hardly what the planning commission and any board or commission is about. To go through the process as to what all we discussed, development projects, the comprehensive plan, stewardship against the objectives in the comprehensive plan, capital improvement program, zoning ordinance, getting people familiar with all the things and providing the links to the documents I think has been very beneficial. I haven't had one person turn me down for this sort of voluntary conversation. I would encourage you, besides providing the general guidelines that you're proposing to discuss tonight to applicants, is that you would strongly encourage them, if not require, that they speak to the board or committee chair or a member

Melissa Shinaberryclerkour first item is a presentation and discussion on the draft FY 2027 through 2031 capital improvement program I'm gonna recognize Melanie Zipp or acting city manager to provide staff presentation good

Melanie Zippstaffevening again mayor and council I'm pleased to present the FY 27 to 31 capital improvement program the draft 2731 capital improvement program can be found on the budget page on the city's website If you just type CIP in the search menu, the first link to pop up will be the budget page, and you can access it right there. As you're aware, all CIP projects must support the city's adopted vision, goals, and comprehensive plan. Next slide. This is the calendar of the CIP touchpoints through adoption. A couple of dates of note, the CFO and I presented the draft plan to the Planning Commission on November 10th. planning commission receives the presentation prior to the city council because state code

requires that the planning commission shall consider a locality's capital improvement program and provide a recommendation to the city council on november 18th today you are getting your presentation in first look then between today and the end of january the planning commissions and the city council each will have the option of additional conversations around the proposed CIP projects. January 26th is when the planning commission will hold a public hearing and provide recommendations to the city council. February 3rd is when you meet as a group with the planning commission and they will present their recommendations to you. And then on February 24th, that is when the city manager will present the fy27 proposed budget which will include the recommended cip

updates and maintenance have been removed from the cip and put back into operating budget the orange section which is vehicle and equipment replacement will remain finance works really closely with our fleet manager lee hall to schedule out replacements to fit in the cip funding schedule and because these are true assets that fit within the guidelines of what a cip is It will remain in the capital improvement program. Next slide. So those key guidelines for qualifying capital projects are as follows. The project leads to a capital asset creation or significant improvement in current assets. The project has a useful life of five years or more. The project costs exceeds $50,000. It's a one-time expenditure.
