Introduction of appropriation resolutions for the General, Capital, Wastewater, Transit, Stormwater, Cable, Old Town, Transportation Tax, Debt Service, and ARPA Funds for the FY26 budget year
4:30:09JC MartinezstaffA SLIGHT CHANGE FROM SCENARIO 1, WHICH IS AGAIN THE PROPOSED MANAGER SCENARIO, TO THIS ONE WOULD BE A REDUCTION OF ABOUT $7.7 MILLION IN REVENUES. YET UTILIZATION OF THE LISTED IN RED POTENTIAL EXPENDITURES, SO AGAIN UTILIZING THE FULL AMOUNT FOR THE EDA REAL ESTATE RESOURCE FUND, PREVIOUSLY IDENTIFIED PRIOR CIP APPROPRIATIONS APPLY TO THE SCHOOL BOND, $3 MILLION REQUEST, REDUCING THE MINIMUM CASH TRANSFER FROM THE GENERAL FUND TO THE CIP, UTILIZING THE PROPOSED 5% POLICE REDUCTION THAT WAS PREVIOUSLY PROVIDED BY POLICE IN THE 10% EXERCISE REDUCTION BUT NOT THE WHOLE 10%, JUST THE 5. Utilizing an additional $1 million in the hiring freeze of non-urgent vacancies for an entire year. Reducing travel and training by 420, so not the entire amount.
sure so I'm going to estimate there are probably about 30 to 40 potential affected individuals within the property YARD IN DIFFERENT FUNDS, DIFFERENT FUNCTIONS AS WELL. THIS WOULD BE Q BUS, TRANSPORTATION FUND. YOU ALSO HAVE STORM WATER AND WASTEWATER EMPLOYEES THAT ALSO WORK DOWN THERE BUT WITHIN THOSE SPECIFIC FUNDS. THEN THE LARGER POOL ARE THE GENERAL FUND EMPLOYEES WHO DO FLEET, ASPHALT, REFUSE, OTHER THINGS WITHIN PUBLIC WORKS WITHIN THAT AREA. THERE WAS A STUDY THAT WAS INITIATED IN EARLY 2024 BY THE REQUEST OF THEN THE PRIOR manager along with the director of public works and HR to look at potential retraining initiatives for employees that were leaving for potential higher salaries and or other factors but specifically higher salaries within the
dependent on you so so we just confirmed and my hunch was it was in the cip gwen just confirmed it she just pulled it up it is in CIP so it would not both of them that would not impact the general fund 100%
we could do what you were suggesting if it's so lamentable to all parties and that's the will of the council but it's only impacting the CIP and that is a potential $220,000 reduction in the CIP, but not the general fund to sort of really impact the proposed scenarios.
Anthony AmosI mean I think we should keep looking at cost recovery and that's also why we have the parks foundation so I think that's an ongoing process well not just cost recovery but also privatization which I know we were going to cover tonight, but we're going to reschedule it, but seeing where we can also get private dollars for covering, but I think it should be a combination of multiple things. Reductions, how can we decrease our debt, but also cost recovery, privatization. Well, we're decreasing it. We're getting there. We're getting there. But at the end of the day, a lot of the debt that we have is CIP related and is not really completely assisting us with this general fund. so that's part of the reason why the proposal I brought up all that stuff but we got to get to
JC MartinezstaffIt was in the general fund transfer to the CIP. We had not transferred that. We do our transfers at the end of the year.
Speaker 38Okay. That's helpful because just double-checking on the DBW issue we talked about before, just to clarify and verify, there isn't a way to pull that out of CDP to realize the financial savings that we could then apply to putting this thing on a two-year stretch as a part of a general fund thing.
JC MartinezstaffNext item was a $500,000 pay study. AS WAS PREVIOUSLY DISCUSSED, THIS MOSTLY IMPACTS THE PROPERTY YARD, THOSE INDIVIDUALS THAT ARE IN THE GENERAL FUND, THOSE THAT ARE ALSO IN DIFFERENT FUNDS, SPECIFICALLY WASTEDWATER, STORMWATER AND TRANSIT, THOSE SPECIFIC FUNDS WOULD ABSORB WHATEVER THOSE INCREASES WOULD BE. THIS IS ONLY DISPLAYING THE GENERAL FUND SIDE OF THINGS.
