Work Session – Discussion on redevelopment of 10300 Willard Way by Combined Courthouse, LLC

4:30:46

Clara SchweigerstaffGood evening, Mayor and Council. This work session is to discuss the redevelopment of the Courthouse Plaza Shopping Center at 10300 Willard Way. We're currently in the post submission phase of the development review process. Staff has accepted a complete application. The applicant has submitted a third submission and staff has provided comments to the applicant on this third submission. This is the second work session that council has held with the applicant. The first work session was held on September 24, 2024. Six special exceptions are being requested with this proposal and three, and right on this slide, need to be requested but have not yet been requested. The subject property is located in the Old Town Transition Overlay District, so upper

Molly Novotnyapplicantput on the small area plan as all the small area plans are done in the city to give some idea of massing and scale and how buildings could lay out what we've done is the image on the right and that overlays our building our new mixed-use building on the left and then it retains that Safeway with the white roof and the retail to the right of the Safeway being retained. What you can see on the image of the left are those two blue lines. Those are the retail oriented streets that your small area plan calls for. Hardenstaffnoted we said that from the beginning before this application came in and and the development team is very clear on this because they've heard me say it probably a dozen times right now is this application complicated it is to a certain extent and they are asking for exceptions for things that the plan Part of that, though, is because of the path that the applicant has chosen. It's chosen, doesn't want to rezone the property. It's chosen to ask for a bunch of different special exceptions where another application type, a rezoning or plan development or something else, which we talked about at the beginning, could have addressed some of those issues. So, yes, this is awkward. It's awkward in many ways.
