Summary

The Boulevard Marketplace Shopping Center GDP Amendment concerns a request by ABTB Mid-Atlantic, LLC to amend the General Development Plan (GDP) for Tax Map Parcels 47-4-23-000-A and 47-4-23-000-D at 10120 and 10140–10160 Fairfax Boulevard, Fairfax, to permit a 2,090-square-foot Taco Bell restaurant with a drive-through and walk-up window. The project also required a Special Use Permit for the drive-through, a Special Exception for reduced interior parking lot landscaping, and a Major Certificate of Appropriateness for architecture and landscaping. On September 9, 2024, the Planning Commission unanimously recommended City Council approval of the GDP amendment (GDP dated August 19, 2024), while taking no action at that meeting on the remaining three approvals. On December 10, 2024, the City Council approved all four items 4–2, with Council Members Lim and Stehle opposed: Ordinance No. 2024-14 adopted the GDP amendment, Resolution R-24-39 granted the Special Exception, and the Special Use Permit and Certificate of Appropriateness were each approved by the same margin. The project is now fully approved.
