   [4c] Council reached consensus to adopt a new two-part fee structure ($0.22/kWh energy fee plus a $3.00/hour dwell-time fee after full charge with a $25.00 cap) and a four-hour maximum parking limit at EV charging station locations, to be incorporated into the city budget's rates and levies.
