Performance Management Framework

Summary

The Performance Management Framework is a city-wide initiative to establish a structured, two-tier approach to tracking and communicating municipal performance. The framework consists of a Council-facing strategic outcomes scorecard and detailed internal service-area scorecards intended to support operational management and budget decisions. It was first introduced at the January 10, 2026 City Council Retreat, where Assistant City Manager Melanie Zipp presented current performance measures and the proposed two-tier structure; no formal action was taken at that time. At the March 3, 2026 City Council Work Session, City Manager Daniel Alexander followed up on the Retreat outcomes, and Council affirmed consensus to adopt the two-tier framework. No formal vote has been recorded; the agreement was reached by consensus. The framework is also connected to a broader city-wide, community-focused, multi-year strategic plan and a parallel efficiency study covering organizational structure, staffing, contracts, cost recovery, facilities, and staff-driven innovation.
