Continued discussion – Proposed FY2026–FY2030 Capital Improvement Program
2:28:45Paul NabtistaffHub Club Hills connector trail this is something that is still in the design phase and we'll be hearing more about it in the in the coming months planning Commission wants to recognize external funds that are received this is focusing situations where the city is able to obtain external funds to pay for items that are in the CIP so we aren't as dependent on the general fund. A lot of this is transportation products because there's so many programs for us to receive those funds in Virginia but it can apply to other things as well and that we support previous investments. This was getting at situations where the city's already invested in certain projects whether it be design or other efforts that we should continue to invest or contribute towards those
James Featherspecific to some of the activity centers um fern street neighborhood connectors already appropriated and so on. Germantown Road, Route 29 improvements and corridor improvements, not previously appropriated, now in for fiscal year 2026. These don't rely on general fund balances. They take advantage of other outside funding sources, but they do address some of the transportation issues and needs in the city. and other things that are one other thing that popped out at me as in fiscal year 2026 not previously appropriated was the smart smart scale funding appropriative or a line signed attributed to the South Street extension so that's a project fiscal year 2026 important that will be an important piece of the street grid that we've been talking about around Old Town a number of
so what is your priority all of the above one of my concerns is just the capacity of the city again this is a city council concern and the city management concern about the capacity to actually carry these out not to mention the residential capacity the residents capacity to pay for it but you know that's what's making this particularly difficult here and considering the magnitude of the growth even in the reduced case general fund expenditures projected expenditures is a 75% increase over what's proposed the adopted for 20 It's an improvement from the 156% previously.
I did have one question maybe before you answer that the ones we're looking at here or general fund and that's probably a good focus does that include debt financing money that goes into the general fund from debt or how does that work
Speaker 4no so the projects that were listed here are general fund but they're not debt debt financing is not listed in here so we have a plan of finance a generic general plan of finance we are actually on the process of doing our second tranche or second debt issuance probably within the next month or so 30 days 45 days about 54 million dollars that was on the previous approved CIP up to 2028 20 20 20 20 20 20 20 8 of about 300 million dollars so currently we do about 40% pay go meaning 40% is over over the course of the five or six years of the CIP is paid with cash anywhere between 10 to 14 million dollar transfer from the general fund to CIP projects is cash the remaining balance about 60% is debt finance but it's not all at once so for
