Public hearing and recommendation to City Council on the proposed Fairfax Circle Small Area Plan
6:00Paul NaptystaffFollowing this, assuming we move forward, would be a City Council public hearing to consider the plan. If the Planning Commission takes action tonight, that public hearing will be scheduled for July 23rd. uh following that we will uh go through a comprehensive plan amendment process that will be part of the current uh comprehensive plan review that is underway uh any planning commission members that were here for previous small area plans may remember that uh at the same time that we took action on those smaller plans we uh included a comprehensive plan amendment to incorporate that smaller plan uh today we're taking or this time we're taking a different approach because we have this comprehensive plan review underway and we will incorporate those
Once the plan is adopted, we could also begin work on developing an implementation guide. We have developed implementation guides for each of the other small area plans that identifies projects that should be city-led that we will be working on, identifies who is responsible and what our time frame is, and then we track progress on those twice a year as we do with the other small area plans and the comprehensive plan as a whole. Again, those focus on city-initiated projects, not private development projects. And then lastly, before we wrap up the discussion, I wanted to go through comments we have received As I mentioned earlier on, the draft plan report has been posted on our Engage page since early June.
Anthony ColemanI think the one concept that I've just had a little trouble with and I think a lot of people have is, and you highlighted it very well, Chairman, is the fact that we're dealing in concepts, not contracts. And the fact that we do have an implementation guide where Mr. Farish would be able to and we would want his input greatly. And the fact that we do have, as Mr. Rice echoed earlier, everybody in the chamber tonight is incredible. Like, I wish every meeting was like this. It really would just be incredible to have the community here all the time. So the fact that this body is charged with forward thinking with the comp plan, with our small area plans and activity centers and whatnot is, I think we've done a really good
Paul CunninghamSo that's, I think, one other challenge. When we have talked about other small area plans, we talked about North Facts. and Dr. Rice in particular has a predilection to saying can't people get over traffic, get under traffic, do something else, which I've heard the comment that that's not feasible. But my question is the city of Falls Church, the W&OD Trail, it's a major trail system in this area. How does the W&OD Trail cross Route 7 in Falls Church? An overpass, exactly. So overpasses aren't foreign to this area and properly designed. People, I think, use them. So throwing that out as a cost consideration only, that we're not going to do an underpass because it's too expensive. we're not gonna do anything but consider traffic traveling on the surface because
