20:07Billy BatesYeah, I just wanted to add, you took the words right out of my mouth on pointing out that we don't have a recurring, Sustained funding source for affordable housing in the city And so this is really as I see it the least we can do And I spoke in support of this project just for first took office and supported the Appropriation from the you know what we call the affordable housing trust fund A couple years ago and And really, this is, in general, a big part of why I ran to begin with, is supporting affordable housing in the city. And permanent supportive housing is a very special case of that that provides a lot more than just housing. And to me, we need to do everything that we can to support that
Jamie ErgasstaffThank you. I would just chime in for housing related requests. We have the existing what we call the housing trust fund the $540,000. there's a strategy team within HCAP that's working on developing a process and procedures so that we can make that funding accessible although without any dedicated ongoing revenue for the housing trust fund we don't anticipate any cash donations coming in with the affordable dwelling unit ordinance in place we anticipate getting units but that means that we would have a sort of a one and done process with the existing funding
Are you talking specifically for the housing trust fund or are you thinking of the tax grant?
Stacey Hardy-Chandlerthe housing trust fund.
Speaker 20Yes, absolutely. for housing trust fund dollars. Fairfax has the penny, what they've, you know, colloquialized as a penny fund. It's at a penny and a half, I think, right now, looking to go to two pennies of tax receipts dedicated, and other jurisdictions do have dedicated capital funding sources. And likewise, for services, there are some jurisdictions that also have services dollars, but usually that's a federal I would imagine, Jamie, you probably have more insights there.
Jamie ErgasstaffI think a mix. Federal sources. Fairfax County has the consolidated community funding poll, CCFP funding. So there's a mix of service dollars, housing trust fund dollars. There was a white paper report that I shared following the HCAB presentation that listed the surrounding jurisdictions and housing trust funds and what they have committed and what that looks like. City of Fairfax does not have one. I think there's another jurisdiction that I mentioned there that didn't have one, but their pull of existing funding from proffers is $2 million versus our $540,000.
