Discussion of City Council Policies and Procedures Regarding the Filling of Vacancies on, and Certain Required Actions by, City Council Appointed Boards and Commissions
2:08:50Thomas PetersonSo on number nine, I think this really is possibly something that is addressed through the issue that Councilmember Hardy Chandler raised, which is that this, whatever policy this is, there needs to be a translation of this to bylaws and otherwise to standard operating procedures in the board's commissions and committees. And so the issue, for instance, of conflicts of interest is one that would go to them to be incorporated in that. But I am curious, this states the state statute here, which, if I understand it correctly, says that members of boards and commissions have the same obligations for conflict of interest as elected members do here. So it's a substantial responsibility. And I'm wondering what has been said beyond just this short paragraph here to our knowledge
Melissa ShinaberryclerkSo I know for the main boards like Planning Commission, Board of Architectural Review, Economic Development Authority, all those boards and of Board and Zoning Appeals, they They all fill out a conflict of interest and they get a packet for the FOIA, Freedom Information Act, just so they can have that information. But for the other boards, they don't get that information. With the Virginia conflict of interest, the boards I mentioned, they were the ones who are required to file with us, with the clerk's office, but the other ones are not.
about the conflict of interest and the bylaws
So to start off, the elected officials, so mayor and council, they all fill out a conflict of interest. school board fills out a conflict of interest. Planning Commission, Board of Architectural Review, Board of Zoning Appeals, also Board of Equalization and Economic Development Authority, because they make actions that involve money sometimes or even actions like Planning Commission with developments and such, since they make a higher action, then I will just say, like, compared to Commission for Women, they're not making any kind of actions that's coming out of there going to be like reflective to the city and like in that major way does that answer your question
