1:35:53ShinaberryclerkCouncil Member Hall? Aye. Council Member Amos? Aye. Motion passed 5 to 1. Okay. On to the public hearing. Our first public hearing item is the public hearing and council action on request from pathway homes incorporation applicant by Molly Navanti agent for consideration of a special exception to modify the non-residential districts dimensional standards table to exceed the maximum density at the premises identified as 4010 University Drive in parens tax map 57-4-02-087-B in the CR Commercial Retail Zoning District and Old Town Fairfax Historic Overlay District. I'll recognize Clara Schweiger, city planner, to provide the staff presentation.
Public Hearing and Council action – Special Exception for Pathway Homes, Inc. at 4010 University Drive
1:40:05Sophia Chapinstaffa special exception request for Pathway Homes located at 4010
Clara SchweigerstaffThe original application was for 15 upper story residential units and 6,576 square feet of ground floor office space. The ground floor office space was proposed to be the headquarters of Pathway Homes, the applicant. In the CR zoning district, density is limited to a maximum of 20 dwelling units per acre, so this site is limited to 10 dwelling units based on the size of the lot. one of the conditions of approval for the special use permit was that the maximum total number of dwelling units shall be no more than 10 in accordance with the maximum density allowed by the zoning ordinance unless and until the applicant files a special exception to be reviewed by the city council to increase the total number of units in density and so the applicant has
to allow for a total of 15 dwelling units. This request is in line with the goals of the small area plan. The small area plan identifies an increase of 1,250 residential units, and this includes affordable housing, and 25,000 square feet of office within the Old Town Fairfax Activity Center. The small area plan also supports partnering with nonprofit and other institutions as a means of accommodating new dedicated affordable housing units. And the applicant, Pathway Homes, is a nonprofit and the applicant has indicated that all 15 units would be affordable units. So staff recommends approval of the special exception. And that concludes my presentation. And I believe the applicant is here to present.
Lauren HerbenakapplicantGood evening. I'm Lauren Herbenak. I'm an urban planner with Curata Partners, and I'm pleased to be here before you all discuss this important project for the city and pathway homes. Claire did a great job overviewing the project and the special exception request so I'm not going to dive back in too deep into the details. I just have a few key facts that I wanted to revisit for your consideration tonight. This application is consistent with the Old Town Fairfax small area plan which calls for an increase of residential density and office space within the downtown area. Our prior special use permit request was just approved in December and permitted the redevelopment of an existing office building with a mix of both residential and exit in office

Silisa Lambert Woodardapplicantevening mayor members of the council It's good to be back with you again. My name is Dr. Silisa Lambert Woodard. I'm president and CEO of Pathway Homes, one of your hometown nonprofits for 45 years, and 20 years your exact neighbor in proximity, just about a mile and a half down the road, and now even closer, just steps away at 4010 University. We're incredibly excited to be a neighbor so close and to be able to look at this mixed-use building and to be able to scale it in the near future. For those of you who are not aware of Pathway Homes, we're a nonprofit organization. We're an organization that is rested on three primary pillars. We provide services to individuals with behavioral health care issues, and we provide integrated
medical care as well as behavioral health care. We're a behavioral health care organization built on a foundation of housing. The second pillar is that we're an affordable housing developer. We do acquisition and development of housing, deeply affordable housing, 30% and below, specifically over 500 units 138 owned and we serve individuals in northern Virginia Washington DC and in Central Florida so we're a national capital organization in your backyard the third pillar that I'd like to mention in regards to pathway homes is that we are committed to providing education and advocacy recognizing that housing is a right not a privilege and that individuals with disabilities can and do recover and so we're very much so
Shinaberryclerkis there anybody else in the room that would like to speak on the pathway homes application you may come forward.
Catherine Readother questions or comments from the dais all right well I'm just gonna say that I also support the 15 units we talk a lot about the need for affordable housing of every variety and this is very specific affordable housing and this is 15 units not a six percent set aside in a market rate building this is 15 units specifically designed for people with low incomes who are aging and who need some assistance through supportive services i think we are fortunate to have pathway homes not only put their headquarters here in our city but take part of that building and give homes to 15 people who would otherwise struggle to live a good life in our city and I am appreciative of this project and since there are no
