Blenheim Boulevard Multimodal Improvements

Summary

The Blenheim Boulevard Multimodal Improvements project (UPC 107013 / SPA 2020-48-2) is a City of Fairfax transportation infrastructure initiative to add multimodal facilities along Blenheim Boulevard, running from Blenheim Hall Drive to Ridge Avenue. As of January 2025, construction was expected to begin that year. By March 2026, utility relocation was underway with construction expected later in 2026 or early 2027. On April 28, 2026, the City Council awarded a construction contract to Fort Meyer Construction Corporation in the amount of $21,770,570, conditional on final approval by VDOT. On June 23, 2026, the Council approved (5-0, Hall absent) a resolution authorizing the City Manager to sign a standard project agreement with NVTA for 70% funding of the project. The approved project scope runs only from Blenheim Hall Drive to Ridge Avenue and does not extend to Old Town or Fairfax Circle; separate future study and budget requests would be needed to extend those segments, as identified in the Old Town and Fairfax Circle small area plans.

Open questions & options on the table

  • Final approval of the construction contract by the Virginia Department of Transportation (VDOT) is pending as of April 28, 2026.
  • A potential future project to extend the Blenheim Boulevard multimodal improvements into Old Town and through Fairfax Circle has been identified but would require separate CIP or budget requests and further study β€” no action has been taken on this extension.
