Blenheim Boulevard Multimodal Improvements
The Blenheim Boulevard Multimodal Improvements Project (UPC-107013) is a city transportation corridor upgrade adding walking and biking infrastructure, benches, and an amphitheater, running from Blenheim Hall Drive to Ridge Avenue. The project has been in planning and design for several years, with construction expected to begin in 2025 per early-year projections; utility relocation was underway as of March 2026, with construction start revised to later in 2026 or early 2027.

The study's field analysis was conducted in fall 2024, and it was completed in 2025. On June 3, 2025, City Council received a presentation on the study during a work session; no formal action was taken at that time. The study's central finding was that no additional parking structure is needed in Old Town, and that future parking demand should be accommodated through shared parking arrangements.
By July 28, 2025, staff reported the study as complete. Since its completion, the study's data — particularly observed utilization rates for office (approximately 1.54 spaces per 1,000 sq ft, adjusted for vacancies), retail/shopping center (peak ~2.0–2.5 spaces per 1,000 sq ft), and residential (approximately 1.0 space per unit) uses — has been actively used by staff as a reference in ongoing discussions about potential revisions to the city's parking requirements, including proposed custom parking reductions in zoning code amendments being discussed through at least October 2026.
