Norman Avenue Sidewalk Feasibility Study

The Norman Avenue Sidewalk Feasibility Study is a City-initiated transportation project examining the viability of adding sidewalk infrastructure along Norman Avenue. At the February 18, 2025 work session, staff and consultant Megan Waring (engineer with Kim Lee Horn) presented an overview of the study, including existing conditions, a preliminary concept, and a public engagement plan, noting the project was still in an early stage. No formal action was taken at that meeting. By the May 13, 2025 City Council meeting, the project had advanced to the funding application stage: Council unanimously approved Resolution R-25-08, endorsing submission of a Transportation Alternatives Program (TAP) application to VDOT for FY2027 funding, with $625,000 in commercial and industrial funding designated as the required match. The TAP endorsement vote passed 6-0. A separate question was raised in a May 6, 2025 discussion about whether a drainage improvement project on Cobb Road would interact with the Norman Avenue sidewalk project; staff confirmed the two projects would be entirely separate and would not conflict.
