Summary

The Norman Avenue Sidewalk Feasibility Study is an active City project exploring the viability of constructing a sidewalk along Norman Avenue. The study was introduced to the City Council at a work session on February 18, 2025, where Transportation Director Wendy Sanford and consultant Megan Waring (engineer with Kim Lee Horn) presented an overview of existing conditions, a preliminary concept developed for public feedback, and a public engagement plan; no formal action was taken at that meeting. Staff noted at the time that the project was still in the early stages. At the May 13, 2025 Council meeting, the Council unanimously approved Resolution R-25-08, endorsing submission of a Transportation Alternatives Program (TAP) application to VDOT for FY27 funding for the Norman Avenue Sidewalk Project, with $625,000 in commercial and industrial funding designated as the local match. The project remains in progress pending VDOT's response to the funding application.

Open questions & options on the table

  • VDOT's decision on the FY27 Transportation Alternatives Program funding application for the Norman Avenue Sidewalk Project has not yet been received.
  • The feasibility study process — including public engagement, public feedback on the concept, and final study conclusions — appears to be ongoing and not yet complete.
  • If VDOT funding is awarded, formal project design, approval, and construction steps would follow as subsequent decisions.

What members have said

McQuillen

At the May 13, 2025 meeting, McQuillen asked staff whether a potential Norman Avenue sidewalk would conflict with or be negated by nearby drainage improvement work on Cobb Road, and received confirmation from staff that the two efforts would be entirely separate and would not negatively or positively impact one another.
