December 2nd Council Presentation Debrief · The board debriefed on the December 2nd Council presentation covering Home Sharing, Housing Goals, and the Housing Trust Fund. Discussion covered strengths, terminology, housing targets, funding mechanisms, density bonuses, and ADUs. No motions were made.
    • Home Sharingin progressBoard discussed approaches to home sharing that could be implemented without additional funding; a phased strategy was suggested and questions remain about how information-sharing efforts would be captured and evaluated. Home Sharing was identified as a priority topic for 2026 working groups, viewed as a topic that could move relatively quickly toward a recommendation.
    • Housing Trust Fundin progressFunding mechanisms including a portion of property tax and the transient occupancy tax were discussed; if $600,000 were dedicated in FY27 it could support multiple initiatives, with clearer expectations needed on eligible uses and decision-making. The Housing Trust Fund was identified as a priority topic for 2026 working groups, requiring more sustained effort and analysis.
    • Affordable Dwelling Unit Ordinancein progressIt was noted that the current standard of dedicating 6% of units in multifamily developments with a minimum of 30 units affordable to households earning less than 60% AMI may not produce the volume of affordable units needed.
    • Accessory Dwelling Unitsin progressThe potential role of the state in enabling by-right ADUs was discussed, recognizing that local governments do not always proactively upzone.
    • George Mason UniversityIt was noted that there is a George Mason University student organization that works on housing issues, which may be worth looking into in connection with home sharing efforts.
