Legislative Program
The City of Fairfax Legislative Program is an annual process by which the City Council adopts a set of legislative priorities to guide the city's advocacy before the Virginia General Assembly and to inform its state delegation.

A parallel but distinct process occurs at Fairfax City Public Schools (FCPS), where the School Board adopts its own State and Federal Legislative Program. For the 2026 cycle, the City's Legislative Program was presented to Mayor and Council on November 4 and November 18, 2025 (the latter as a public hearing), and was confirmed to include a policy statement supporting state funding for affordable housing. The FCPS School Board 2026 State and Federal Legislative Program was approved unanimously by the Board on January 5, 2026 (Pitches, Cecere, Bartelme, Hickman, and Kelsey all voting yes).
Development of the City's 2027 Legislative Program began at a City Council work session on September 1, 2026, with staff — led by Assistant City Manager Melanie Zipp — presenting a review of 2026 successes (including approved charter amendments and new local sales tax authority for school capital and transportation purposes) and introducing a thematic shift toward evaluating legislation through the lens of state mandates and local impacts. Staff noted the city is represented in Richmond by Senator Saddam Salim (37th Senate District) and Delegate Gretchen Bulova (House of Delegates, 11th District). The 2027 program is expected to be finalized in December 2026 following additional work sessions, regional coordination, and a public hearing.
