A potential applicant, identified in public comment as Ox Hill Development Company, has proposed a concept plan for a 96-room, three-story hotel with a spa and pool, a 20,000-square-foot conference and event center, and restaurants on the site — a use that would require rezoning from its current RM (single-family residential) zoning to commercial. The property is owned by Ann Farr, is listed in the Comprehensive Plan under parcel-specific considerations, and contains a resource protection area at the rear; no formal historic designation currently exists but staff indicated it should be explored. City Planner Albert Frederick presented staff's initial feedback on the concept plan at both a Planning Commission work session on February 10, 2025, and a City Council work session on February 25, 2025.
No formal action has been taken by either body; both sessions were pre-application briefings only.
