Developer RJL Associates, Inc. (represented by Bean, Kenny, and Corman) sought to redevelop the site with 14 front-loaded townhomes under the project name "Highlands at Mantua." The application, formally submitted April 8, 2024, underwent a post-submission work session at the Planning Commission on February 10, 2025 and a City Council work session on February 25, 2025, with no formal action at either. The Board of Architecture Review recommended approval of the major Certificate of Appropriateness on July 16, 2025, and the Planning Commission held a public hearing on July 27, 2026.

At the September 22, 2026 City Council meeting, all required approvals were granted: the Comprehensive Plan Amendment passed unanimously (6-0), while the Rezoning (Z-24-00236), General Development Plan Amendment, and Master Development Plan (with commitments revised June 15, 2026), and the Certificate of Appropriateness each passed 4-2, with Hall and McQuillen opposed. The property is now approved for residential redevelopment from PDC to PDR-ACOD zoning.
