Minimum scoring threshold

The minimum scoring threshold is a policy element under development for the Falls Church Housing Trust Fund (HTF) application process.

in progress

Beacon Landing is a 54-unit supportive affordable housing development in the city, developed in partnership by Wesley Housing and the Lamb Center. The project drew on 23 separate financing sources, including a $700,000 gap financing investment from the city's Housing Trust Fund in February 2023 — a critical contribution that enabled the project to assemble its full financing stack.

Beginning in April 2026, the HHCAB Housing Trust Fund Strategy Team agreed to establish a baseline score that applications must meet to be eligible for funding consideration. At the May 20, 2026 committee meeting, Virginia DHCD's threshold of 60 was cited as a reference point, and the existing Scoring Tool was identified as a potential basis for setting a local equivalent. The same reference to DHCD's 60-point threshold was repeated at the June 1, 2026 full HHCAB meeting, which unanimously passed a motion directing the Housing Program Manager to incorporate suggested changes and present the HTF Guidelines, Application, and Scoring Tool to City Council on July 14, 2026.

At the June 17, 2026 committee meeting, the team addressed a related but narrower question — whether additional disqualification thresholds should apply to individual low-scoring categories — and concluded that existing proposed language reserving the City's right to consider additional factors provides sufficient flexibility, making such category-level thresholds unnecessary. The overall minimum aggregate score threshold itself has not yet been formally set.
