The Norman Avenue Sidewalk Feasibility Study is an active transportation infrastructure project in which the city engaged consultant Megan Waring of Kimley-Horn to assess the feasibility of constructing sidewalks along Norman Avenue. The project is being pursued through Virginia Department of Transportation (VDOT) Revenue Sharing Funding alongside two other projects: Dwight Avenue Improvements and the Northfax East-West Roadway. On May 13, 2025, City Council unanimously adopted Resolution R-25-09, approving submission of all three projects to VDOT for Revenue Sharing Funding. On September 9, 2025, Council unanimously adopted an updated resolution (R-25-27) reaffirming submission of the same three projects with an updated application total of up to $10 million.
The project remains in progress, pending VDOT's response to the funding application.
