Park Foundationin progress

The Park Foundation is a new city parks philanthropic foundation being established to raise supplemental funding for capital park projects.

Early groundwork (evidenced by transcript discussion as far back as October 2024) included research into peer foundations such as Fairfax County's and deliberations about governance structure, independence from Council, and liaison with PRAB. By June 2025, an attorney had been secured and the City Council had provided $50,000 in seed money. As of July 2025, those funds were being used to pay for legal document review, website design, and donor management software, and PRAB recommended James Hickman for Foundation Director while Nicholas Prosini's application was initially deferred over conflict-of-interest concerns.

Both James Hickman and Nicolas Prosini were ultimately confirmed and appointed to the board by City Council on September 2, 2025. By October 2025, Articles of Incorporation had been submitted, and City Council completed the initial board by appointing three additional directors, including Emilio Alonso as the final appointee, bringing the total to five board members.

Still open

  • Next steps for the Foundation following submission of the Articles of Incorporation (e.g., IRS/nonprofit status, bylaws finalization, launch of fundraising operations) have not yet been recorded.
  • The website design and donor management software procurement appear to still be in progress as of the last update — no completion has been recorded.
  • Whether the conflict-of-interest concerns regarding Nicholas Prosini were formally resolved or closed out has not been explicitly recorded beyond his eventual appointment.

What members have said

  • Unattributed speaker (2024-10-08, transcript)

Emphasized the importance of close liaison between PRAB and the Foundation, including overlapping membership between the two bodies for coordination. Advocated for an annual work session with City Council for goals and reporting, while also stating opposition to Council involvement in selecting Foundation board members, preferring the Foundation operate independently.

  • Unattributed speaker (2024-10-08, transcript)

Expressed strong enthusiasm for the Foundation, citing career experience with successful park foundations as effective vehicles for raising capital project funding. Voiced support for the $50,000 seed funding, characterizing it as a small investment relative to its long-term leveraging potential, and called for starting the Foundation sooner rather than later.

  • Unattributed speaker (2025-01-13, transcript)

Listed the Park Foundation alongside grants and public-private partnerships as an important funding mechanism to emphasize, framing it as part of a broader priority to pursue diverse funding sources beyond traditional transportation grants.
