Taco Bell
The Taco Bell project involves the development of a new Taco Bell restaurant with a drive-through on Parcel D, a 0.66-acre vacant pad site at 10120 Fairfax Boulevard, within an existing multi-tenant shopping center (Parcel A, 2.4 acres total). The project is governed by a previously approved 2017 general development plan and 2008 proffers, with no changes to existing proffers or shopping center conditions proposed.

The program was introduced at the October 8, 2024 City Council meeting and discussed in a work session that day with no formal action taken; a Planning Commission staff report on October 14, 2024 noted its introduction. Council reviewed and discussed the program again at a February 18, 2025 work session, again without formal action. The program was subsequently adopted on February 25, 2025 for FY 25-26; projects included in that adopted cycle are an evaluation of Fairfax Circle, bike route wayfinding, improvements at the intersection of Main Street and Lindhurst Drive, improvements on the north side of the Vienna Metro Station, and a sidewalk feasibility study at Rust Road and Westmore Drive.
The program has historically served as a key pipeline step for numerous individual projects across the city—including the University Drive multimodal improvements, the Blend Boulevard multimodal improvements, the Camp Washington area project, the Oak Street sidewalk, and the Rust/Westmore sidewalk—before those projects proceed to feasibility studies, funding applications, and design. A September 1, 2026 work session discussion indicated the Two-Year Transportation Program would be a topic at the upcoming October 6, 2026 transportation work session.
