Together, the parcels are bounded by Blenheim Boulevard to the east, University Drive to the west, Democracy Lane and Plaza Drive to the north, and a library to the south. The applicant is Combined Courthouse LLC C/O Combined Columbia Glade, LLC. The proposal involves a two-phase mixed-use redevelopment, including a 6-story mixed-use building in Phase 1, and seeks a rezoning from CR (Commercial Retail) and CG (Commercial General) with proffers to PDM (Planned Development Mixed Use) and the Transition Overlay District with commitments.

City Planner Clara Schweiger presented the pre-application briefing to City Council on February 24, 2026, at which point no formal application had yet been submitted. By the June 22, 2026 Planning Commission work session, the applicant had formally submitted a land use application and made one resubmission. By the July 28, 2026 City Council work session, a second submission had been made; prior work sessions had also been held with the Board of Architectural Review (June 3, 2026) and the Planning Commission (June 22, 2026).

No formal Council or Commission action has been taken to date.
