Closed Session

Closed sessions have been a recurring agenda item across multiple School Board and City Council meetings spanning October 2025 through September 2026, convened primarily to address personnel matters and, on at least one occasion, deliberations on board and commission appointments.

The October 23, 2025 School Board closed session was scheduled for personnel matters, as were sessions on July 16, August 5, and September 22, 2026; the May 4, 2026 session was scheduled without recorded details. The September 22, 2026 City Council closed session is the only one for which an outcome (that the session was actually convened) is confirmed in the dated record. A significant flashpoint emerged around the October 7, 2025 work session, when discussion intended for a closed session was inadvertently aired publicly, generating friction among council members over confidentiality, the drafting of a public statement in response to an op-ed, and the appropriate handling of sensitive deliberations.

The November 18, 2025 closed session was used for deliberations on board and commission appointments, and by April 14, 2026, questions arose publicly about whether those deliberations and the body's collective input had been properly conducted.

Still open

  • No outcomes or actions reports are available for the October 23, 2025, May 4, 2026, July 16, 2026, or August 5, 2026 closed sessions — it is unresolved what, if any, actions resulted from those sessions.
  • As of April 14, 2026, a board/commission appointment matter was flagged for additional discussion at a May 12, 2026 meeting — the outcome of that follow-up discussion is not recorded.
  • The drafting and finalization of the public statement/response to the op-ed discussed during the October 7, 2025 work session was unresolved at that time — no subsequent resolution is recorded in the material.
  • The question of proper procedure for collective council input during closed-session deliberations on appointments, raised by Council Member McQuillan on April 14, 2026, had not been resolved as of that date.

What members have said

  • During the October 7, 2025 work session, Hall was described as having been put in an uncomfortable position when remarks she believed were made in a confidential closed session became public. Other speakers noted they had agreed with her position in closed session that the response to the op-ed was not meant to be accusatory or assign blame to specific individuals.

  • Council Member McQuillan

On October 7, 2025, McQuillan acknowledged having requested the closed session on the relevant topic and, after realizing the discussion had become public, stated her purpose was to bring transparency and build trust. On April 14, 2026, McQuillan pressed the city attorney to confirm publicly that interviews and deliberations on board/commission applicants occur in closed session, and expressed concern that the full council body had not been acting collectively in those deliberations.

  • On October 7, 2025, Bates expressed discomfort with how the situation had been handled, stating she had not been given the opportunity to discuss the drafted public statement with colleagues in a closed session beforehand and was unhappy that it had been released without that consultation.

  • Mayor Reed

On October 7, 2025, Reed facilitated the transition out of the work session into a formal closed session, moving to convene a closed meeting under Section 2.2-3711.A(1) of the Code of Virginia to discuss personnel matters; the vote on that motion was unanimous. Reed also raised logistics about upcoming work session items before that motion.

Positions as recorded in meeting minutes; votes without recorded comment aren’t summarized.
