FY2027-FY2031 Capital Improvement Program

Beacon Landing is a 54-unit supportive affordable housing development in the city, developed in partnership by Wesley Housing and the Lamb Center. The project drew on 23 separate financing sources, including a $700,000 gap financing investment from the city's Housing Trust Fund in February 2023 — a critical contribution that enabled the project to assemble its full financing stack.

The review process began in October 2025, when Planning Commission staff introduced the upcoming CIP review cycle. The draft CIP was formally presented to the Planning Commission by Acting City Manager Melanie Zipp and CFO Juan Carlos Martinez on November 10, 2025, and to City Council in a work session on November 18, 2025. The Planning Commission held multiple continued work sessions through December 2025 and January 2026, culminating in a public hearing and a unanimous 5-0 vote on February 9, 2026 to adopt Resolution PC-26-01 recommending City Council approve the CIP as proposed; notable items highlighted during that discussion included a fire station, the Willard-Sherwood project, and the Katherine Johnson school project.

Following a joint Planning Commission–City Council work session on February 10, 2026, the City Council formally adopted the FY2027–FY2031 CIP on May 5, 2026 as part of the broader FY2027 budget package, approved unanimously 6-0 via appropriation resolutions R-26-16 through R-26-24.
