FY2027-FY2031 Capital Improvement Program

The FY2027–FY2031 Capital Improvement Program (CIP) is a multi-year municipal capital planning document. The Planning Commission conducted a series of work sessions on the proposed CIP beginning at least November 24, 2025, with Planning Division Chief Paul Nabti presenting the staff report at the December 8, 2025 session. A public hearing was held and on February 9, 2026 the Planning Commission unanimously adopted resolution PC-26-01 recommending City Council approve the CIP FY2027–FY2031 as proposed, subject to the considerations discussed at the meeting (2026-02-09 Planning Commission). On February 10, 2026, the Planning Commission presented its recommending resolution to City Council in a joint work session; no Council action was taken at that time (2026-02-10 City Council). The FY2027–FY2031 CIP was formally adopted by City Council on May 5, 2026 as part of the overall FY2027 budget package, approved unanimously 6-0 (2026-05-05 City Council Special Meeting).
