Summary

Gatewood Plaza is a redevelopment proposal for 10201 Fairfax Boulevard, an existing office building (built on a hill and described as effectively seven stories when grade change is accounted for) with a standalone parking structure, located at a signalized intersection across from Boulevard Marketplace. The applicant has requested a Zoning Map Amendment (from CR Commercial Retail and RM Residential Medium to CR Commercial Retail), a Comprehensive Plan Amendment (changing the future land use designation from Commercial Corridor to Multifamily Neighborhood), a Special Use Permit, and nine Special Exceptions covering density, bulk, building height, bulk plane, required yards, transitional yards, parking, and resource protection area. The Planning Commission held a post-application work session on January 27, 2025, and the City Council held its own work session on February 4, 2025; no formal action was taken at either session. The proposal surfaced a broader policy tension: under the current Comprehensive Plan, mixed-use development including residential is only permitted in designated activity centers or specific identified sites, and Commercial Corridor designations do not accommodate it — meaning the proposal as submitted had no existing mechanism for approval even with Planning Commission and City Council support. This prompted both bodies to consider whether the city should reevaluate its policy on residential development in commercial corridors; the Planning Commission took a vote in which a majority supported revisiting that policy, and the matter was subsequently referred to City Council for discussion, which was noted as a forthcoming agenda item as of July–September 2025.

Open questions & options on the table

  • Whether the city will formally reevaluate its Comprehensive Plan policy on residential development in commercial corridors (the broader policy question triggered by this proposal, referred to City Council after a Planning Commission majority vote in favor of revisiting it).
  • What formal action, if any, City Council will take on the Comprehensive Plan policy question as of the September 2025 work session.
  • Whether the Gatewood Plaza applicant will submit a revised application or await resolution of the Comprehensive Plan policy question before proceeding.
  • No formal Planning Commission recommendation or City Council vote on the Gatewood Plaza project itself has been taken; the timing and path for those actions remains unresolved.
