University Drive

Summary

University Drive is a north-south street in the City that has appeared in two distinct municipal contexts. First, it is referenced as the western terminus of a proposed 26-foot-wide private east-west access drive associated with a large mixed-use development proposed at 4085, 4101, and 4103 Chain Bridge Road (also described as a Chambers Road/University Drive site). This development—comprising up to 392 apartments, ~7,700 sq ft of retail, ~29,600 sq ft of office space, and structured parking across three buildings—fronts University Drive on its western edge, with Building C (a standalone six-story multifamily building of 164 units) proposed to face University Drive directly. The site sits between Chambers Road to the east and University Drive to the west, across from single-family townhomes to the east and the Fairfax County judicial complex to the west. The Board of Architectural Review (BAR) held a work session on June 17, 2026, and raised design concerns about the University Drive facade, including resolution of the vehicular entrance and pedestrian scale. As of the July 7, 2026 transcript, a Certificate of Appropriateness is still required, and sidewalk connectivity from the site to University Drive remains an unresolved design issue. Second, in a separate matter, the City held a public hearing on February 25, 2025 on a University Drive Bicycle Lanes Project covering the corridor between South Street and Layton Hall Drive; multiple speakers supported the project but some raised concerns about sharrows, and no Council action was taken at that hearing.

Open questions & options on the table

  • Whether the University Drive Bicycle Lanes Project (South Street to Layton Hall Drive) will advance to a formal Council vote, and how sharrow concerns raised at the February 25, 2025 public hearing will be addressed.
  • Whether the BAR's concerns about the University Drive facade design and vehicular entrance resolution will be satisfactorily addressed before a Certificate of Appropriateness is issued for the mixed-use development.
  • Whether and how pedestrian/sidewalk connectivity from the mixed-use development site to University Drive will be provided — as of July 7, 2026, no sidewalk connection from the site to University Drive was shown in the plans.
  • Whether the dual retaining wall layout along University Drive will be revised to match the civil engineering sets (the rendered depiction was noted as not matching the engineered drawings as of July 7, 2026).
  • Formal action by the Planning Commission and/or City Council on the mixed-use development application, which was still in pre-application/work session stages as of February 2025 and under detailed staff/BAR review as of July 2026.
