  Outcome: Council favored a hybrid option of options 2 and 3 and asked staff to return to a future City Council meeting for a follow-up. No formal vote taken.

• 1bDiscussion and update on city services and support for older adults

  Outcome: Informational discussion only; no Council action was taken.

• 1cDiscussion on Translation Services for City Council Meetings

  Outcome: Council reached consensus to proceed with incorporating the proposed translation services at City Council meetings. Staff was also asked to present at the next work session a graph showing growth rate of the city's budget, actuals and expenditures compared to the growth rate of assessments.

• 1dDiscussion on the proposed FY 2027 budget, General Fund Questions and Discussion

  Outcome: Council reached consensus to add an introduction for increasing the BPOL tax to the April 14, 2026 consent agenda and to send a follow-up budget memo on the BPOL tax. Council also reached consensus to revise the staff report for the introduction of increasing the Transient Occupancy Tax to a maximum rate of 12%, also for the April 14, 2026 consent agenda. Staff was asked to review Budget Memos #1, 5, 6, and 8.
