Willard Sherwood

The Willard Sherwood Health and Community Center (WSHCC) is a proposed health and community center project in the City of Fairfax, closely associated with senior services and intended to replace or supplement the aging Green Acres facility. 3 separate matters touch this project; each has its own status.

Project

WSHCC

approved

The West Side Heating/Community Center (WSHCC) is a City of Ann Arbor parks capital project that has been tracked by the Parks and Recreation Advisory Board (PRAB). Through mid-2025, the project was in a planning and financial analysis phase, with staff preparing low, medium, and high cost-recovery scenarios to address concerns about staffing costs and the overall cost of the building; the community preference for open gym time over heavy rental usage was noted as a tension with cost recovery goals.

in progress

Pat Rodio Park is a municipal park that has been undergoing a playground relocation and broader redevelopment effort. As of October 2024, staff identified that the playground needed to be moved to a new location; by November 2024, a relocation site had been identified and public outreach was planned.

  • Stakeholder Updates

City Council vote on the Willard Sherwood Health and Community Center is scheduled for April 28th, per the Senior Center update. The joint City Council and Fairfax County meeting was held on April 7th; the final City Council vote is scheduled for April 28th.

In full

The project faced an early setback in April 2025 when PRAB was informed it might not continue due to staffing and security concerns, with all trails-related work paused pending a City Council presentation on April 22, 2025. By November 2025, the project had regained momentum: a full presentation was made to PRAB, construction was reported as scheduled to begin in Q2 2026, and PRAB unanimously voted to draft a memo of support. Through early 2026, a Berry-Dunn consultant addressed Council concerns (January 6, 2026), the Planning Commission made strong CIP recommendations (January 12, 2026), and a cost-recovery model with three revenue streams—increased fitness classes, fitness center use fees, and building space rental fees—was presented to Council.

A joint City Council and Fairfax County Board of Supervisors meeting on April 7, 2026 saw the county express eager support for the project, citing urgency to save on construction costs and anticipated regional health service benefits. City Council voted on and approved the project and its financing by approximately late April–July 2026, with the July 2026 PRAB record confirming Council had proceeded and approved financing. As of late 2026, Willard Sherwood is in the construction planning phase, with its anticipated traffic impacts already incorporated into traffic analyses for nearby road projects, and revenue-capture considerations still under discussion.
