A discrete conflict of interest concern arose in July 2025 in the context of PRAB, where Nicholas Prosini's dual role as a Foundation Director applicant and incoming COA liaison to PRAB prompted the scheduling of a special PRAB meeting before any vote on his appointment. On January 13, 2026, the Council unanimously enacted an ordinance amending Chapter 2 of the City Code to bring local provisions into conformance with the Virginia State and Local Government Conflict of Interests Act (SLGCOIA); the ordinance clarified financial disclosure requirements, updated the list of enumerated positions required to file (adding the CFO, EDA commissioners and executive director, and retirement plan administrative committee members, while removing the prior requirement for department heads' deputies to file), updated filing deadlines, and revised violation and penalty provisions.

Separately, a broader question about adopting a local Code of Ethics — going beyond the SLGCOIA's legal floor — has remained an open and recurring subject of discussion through at least September 2026, with some council members expressing concern that state law alone sets only a bare minimum standard and that the city should hold itself to higher best practices.
